Activities before registration
How are activities that occur before the project is registered handled? For example, what if an existing building goes through some basic retro-commissioning activities, realizes they are a good candidate for LEED, and then registers (months or years later). In addition to providing the project with great information, these activities would normally earn several points on their own. How far into the past, before registration, can my performance period extend?

Jordan, have you checked out Jenny Carney's LEED-EBOM webinar recording, which provides some key tips on performance period management? I would recommend it.
Part of the reason I am deferring to that resource is that I don't have an answer to your question that I feel really certain about. However, my understanding is that in general it's important to schedule activities during the performance period, otherwise you may not get credit for them.
I am pretty confident that "years later" won't fly. Perhaps "months later" might fly, in some energy-related credits. But the requirements are pretty specific so this is not necessarily the case.

The question is a good one and from what I understand can be answered relatively easily by knowing your expected LEED EBOMEBOM is an acronym for Existing Buildings: Operations & Maintenance, one of the LEED 2009 rating sytems. certification submittal date is. All Credits and Prereqs are governed by that date as you cannot pull from more that 24 months preceding that date.
So it doesn't matter when the project was registered (you can literally register the project and submit all the information to LEED Online in 1 day) vs. when it is submitted as long as when you go to press "submit," the data in each LEED Online Prereq and Credit doesn't exceed a maximum 24 month period and a minimum 3 month period (and of course all end within 30 days of each other).

I'm in agreement with Igor. Though ill-advised, you could technically register the project the same (busy) day that you plan to submit.
In general, it does all come down to the shared performance period end-date window. It's typically a two year max on how long the performance period can extend into the past from that end-date, but there are a few exceptions.
For example, p. 172-173 of the Reference Guide indicates that you can use an energy audit from up to 5 years from the performance period end-date, as long as the initial findings are reviewed and updated to integrate any significant changes in operation practices, building systems, etc.

Is there a restriction on the duration period between registration and submittals for certification? Can a project be registered today and the submittals entered 6 months from now, for example? what is the documentation required for registration, MPRs compliance? if so, can the PRs and credits documents be submitted 6 months later?

Lynette, the only restriction of this type that I'm aware of is the "sunset date" for submissions, which is six years after the last day of registration for a given LEED rating system. Let's say the last day for LEED 2009 is June 30, 2012—that gives you till June 30, 2018 to submit your documentation, if you're registered as of today.
Registration is through LEEDonline.com, and there is some info you'll need to provie. MPR documentation is also part of LEED Online, once you're registered.
