Can we actually submit a credit like Green Power Credit, after the preliminary Construction review is done. Can we submit at the clarification stage as a new credit to be reviewed. Whats the lattest stage you can actually submit a credit for review?

While I have not yet tried it, I believe you can submit a new credit such as EA6 in the clarification stage.

The GBCI at the Greenbuild said they would allow project teams to submit new credits even after final construction review for an additional fee, but those were their plan. So I don't know, what the status is right now.
However I know that you can for sure submit a different ID credit, if you got denied your original approach between preliminary and final review.
I got a prompt reply from GBCI on this issue, see below:
You can submit new credits for review for the construction final. However, you will only receive one review of that credit. You will not have an opportunity to provide clarifications. You can also submit new credits for the construction appeal. The cost for an appeal is $500 per credit.
