New Credits after Preliminary Review?
I am having trouble finding the answer to a rather simple question. Consider a Combined Review Application. After the Preliminary Review is complete, the Project Team will provide Clarification Narratives and additional information for the credits that require such clarification. Besides this, can the Project Team choose to submit new credits for the Final Review that had not been attempted in the original application?
My question is specifically for a LEED EB:O&M 2008 project, but I believe it is valid for all LEED combined review v2 and v3 applications.
(I would appreciate a link to the source of the answer on the USGBC/GBCI/LEED Online website as well, because I really couldn't find it!)

At least in the older LEED Online, after you received request for clarifications for credits you can select to pursue credits that were not previously submitted. HOWEVER, you'll only get the one final review of those credits (no preliminary review with request for clarifications), so if you did not provide enough information in that submission / they have questions about your approach/documentation, you're likely going to be denied the credit.
I'm not sure under LOL 2009 if you can "purse a credit" that's new at this stage or not.
I do not know of any source for this information, but I believe it is correct (and have experienced it as such).
In a recent email exchange with GBCI it was confirmed that Michelle is correct. You may submit new credits but they will be either awarded or denied; there is no pending status at that point.
