In one of our projects, we have provided fresh air to all the regularly occupied spaces as per ASHRAE 62.1 standards. According to LEED requirements, circulation spaces must also be considered occupiable. However, in this project, we did not provide fresh air directly to the lift lobby areas. Instead, we considered the transfer air from adjacent spaces to fulfill the fresh air requirement for these areas. In this case, what percentage of fresh air from the adjacent spaces should I consider for the lift lobbies in the fresh air calculation?

From my experience in this situation, GBCI allows transfer air to be considered "supply air".
Enter the circulation space as a room within the vent calculator and list the amount of transfer air as the "zone discharge/zone primary airflow".
The percent fresh air will be calculated at the system level - which is based on the critical zone (i.e. the zone that needs the highest percentage of fresh air).
If the percent fresh air satisfies the critical zone, then by definition all other zones served by the air handling unit comply with the vent thresholds of 62.1.
